On September 1, 2014 Kyiv Circuit Administrative Court considered Volodymyr Vysotskyi’s appeal to the Commission regarding establishing lack of authority of the Commission under the supervision of Valentyn Zagariya on adopting decisions on December 7, 2012 in Kyiv; recognition as illegal and discharge of the Commission’s decision that affirms the Commission Regulations dated on December 7, 2012; recognition as illegal and discharge of the decision that affirms introduction of amendments to the Commission Regulations dated on January 18, 2013. In his argumentation, Mr. Vysotskyi referred to the fact that the Commission was unable to maintain a quorum for meeting dated on December 7, 2012. Having considered the case, Kyiv Circuit Administrative Court decided to deny Mr. Vysotskyi’s appeal.

Head of the Commission Valentyn Zagariya commented on the court decision: “Hopefully, by this decision we will finally put this matter to rest and one and half year court battles as of Mr. Vysotskyi appeal will be completed. By these actions Mr. Vysotskyi, in fact, has exposed to the risk all Commission’s decisions that were adopted according to the Regulation’s procedures, admitted by the Commission”.
