On 19 April 2013, Higher Qualification and Disciplinary Bar Commission of Ukraine held its fourth public meeting. 24 members attended the Commission’s meeting. 16 issues were on the meeting’s agenda, with 11 of them being complaints. Having considered the complaints, Commission’s members took 9 decisions, as some plaints were united, and others forwarded to the regional Qualification and Disciplinary Bar Commissions since their consideration is out of the Commission’s competence. Representatives of Zhytomyrska region Tetiana Levchuk and representative of Odeska region Tetiana Podolna joined the meeting for the first time.

Valentyn Zagariya, Chairman of the Higher Qualification and Disciplinary Bar Commission of Ukraine, announced that some members suggested including into agenda of the meeting appeal from Volodymyr Vysotskyi on decision of Qualification and Disciplinary Bar Commission of the Kyiv region. According to the Law of Ukraine “On the Bar and the Legal Profession” and Rules of procedure (within 10 days term from the moment of receiving Mr. Vysotskyi’s appeal) Chairman of the Commission sent the request regarding materials of the disciplinary case to the Qualification and Disciplinary Bar Commission of the Kyiv region. However, Higher Qualification and Disciplinary Bar Commission of Ukraine has not receive the materials of the case by the time of the meeting, so there was no chance to instruct a member of the Commission to examine materials and present report on this issue during the meeting. This is why Volodymyr Vysotskyi’s appeal was not included in the agenda.

Also, Higher Qualification and Disciplinary Bar Commission of Ukraine excluded from the agenda considering of procedural regulations of the Commission in the new edition. The reason for this was that the draft regulations were not completed by the working group that was established on March 15, 2013.
