On July 26, 2013, Higher Qualification and Disciplinary Bar Commission of Ukraine held its sixth public meeting. 14 complaints on the decisions of disciplinary chambers of regional Qualification and Disciplinary Bar Commissions were considered.

Valentyn Zagariya, Head of the Higher Qualification and Disciplinary Bar Commission of Ukraine, started meeting with the report regarding status of financing Commission. He informed commission members that official appeal with the request to provide financial support due to the lack of cash receipts on the commission’s account had been sent to the Ukrainian National Bar Association.

Head of the Commission noted that consideration of some issues in particular Sergiy Safulko’s complaint on the decision of disciplinary chamber of Qualification and Disciplinary Bar Commission of Zakarpatskyi region as well as Roman Martynovsky’s complaint on the disciplinary chamber of Qualification and Disciplinary Bar Commission of Zakarpatskyi region were not included in the agenda, as just before consideration of these cases Higher Qualification and Disciplinary Bar Commission of Ukraine received new materials with additional facts that should be checked by the Commission members.  Responsible speakers on these cases properly informed the Commission’s Head.

Valentyn Zagariya commented: “Agenda was discussed very dynamically. This was especially visible during consideration of the cases in which claimers are involved. All the Commission’s members were involved in the discussion of appeals and demonstrated high professional level during the meeting. This time discussions were devoted to the relevancy of the usage of sharp expressions that was taken as insult by the claimer. I would like to remind colleagues that an attorney should demonstrate high level of ethical behavior and use reasonable legal argumentation”.

Next meeting of the Higher Qualification and Disciplinary Bar Commission of Ukraine is tentatively scheduled for September, 2013.
